The Overall Objective of the Action is to support the Government of Serbia and the local self-governments in recovery from flood damages.

The Specific Objective of the Action is to ensure secure and appropriate reconstruction and provision of individual housing solutions to flood affected communities and families and reconsolidation of small scale businesses. The Action supports the Government of Serbia and relevant sectors in Local Self-governments (LSGs) in the context of flood relief and immediate response to affected population.

Planned Project outputs:

According to the project proposal and based on initial needs assessment, the following number of assistances has been planned in 13 DRC targeted municipalities:

  1.  at least 679 families that will be assisted through reconstruction of their partially or severely damaged houses (DRC and Vizija realised outputs);
  2.   at least 18 families that will be assisted through construction of new prefabricated housing units for their completely destroyed houses, with provision of 22 basic household appliances and furniture sets; (DRC and Vizija realised outputs);
  3. at least 154 medium and small scale enterprises and entrepreneurs that will be provided basic means of work, process material and general business training & economics and technical mentorship. (Eneca and DRC realised outputs);
  4.  at least 147 sets of household appliances and basic furniture provided for floods affected families on March 2016in the City of Cacak and Municipality of Lucani;


The proposed target groups are among the floods most affected households and communities (local population, displaced persons including Roma) in targeted municipalities (Obrenovac, Paracin, Jagodina, Smederevska Palanka, Ub, Koceljeva, Krupanj, Mionica, Kladovo, Negotin and Majdanpek), whose housing objects suffered from severe floods damages in May and September 2014 and March 2016.


Local Municipal Authorities, Local Centers for Social Welfare, Public investment Management Office (PIMO) and other key institutions both at national and local levels.
